Summary

This is a TERM POSITION that is tentatively set to end 6/30/2027.

TERM POSITION: The appointment to a part-time or full-time position which has a fixed expiration date and which has been approved by the Board of Supervisors. For terms and conditions concerning the appointment of a Term employee, see Section 6.13j of the Adopted Personnel Rules HERE .

The person holding this position will develop programs to advance the County's Camp Fire long-term recovery efforts and administer grants awarded to the County for these programs. The person will focus on developing and administering disaster recovery programs and projects primarily funded by public, private, and non-profit grant funding sources. Under limited supervision, the person will perform complex technical analysis work to manage the development of special programs for the County; develops recommendations and writes reports. The County has various long-term recovery funding needs and gaps, and the person holding this position will collaborate with, and assist various County departments. Essential Job Functions

  • Collects, compiles and analyzes data and information; develops recommendations; and prepares and presents reports to executive management team.
  • Manages project and program consultant contracts; identifies alternative funding sources and coordinates grant and loan applications; secures funding, monitors and reconciles funds, and tracks results and expenditures for compliance with department policies and goals.
  • Analyzes trends and issues; interprets concerns, defines desired results, and creates solutions; resolves concerns and problems of departments; recommends direction of new county strategies.
  • Develops management recommendations in response to proposed legislation and revised regulations including analysis of court decisions, proposed legislation, and new program and fiscal mandates.
  • Confers with department officials, public officials and other professionals to define and develop strategies to achieve program objectives.
  • Develops and monitors program budget; prepares special and recurring reports, budgets, grants, proposals and contracts, and disseminates to county personnel and external agencies; recommends and implements changes to existing policies and procedures.
  • Monitors and reviews trends in program resource and development; recommends operational and policy improvements.
  • Guides and assists department staff; may directly supervise staff; provides coaching, counseling and assistance on professional responsibilities and technical skills; prioritizes and assigns tasks; develops staff skills and may conduct performance evaluations; identifies training needs and provides training for staff.
  • Develops and implements public relations strategy for programs; acts as liaison with the news media; prepares and presents oral reports to County Officials, State Boards and Legislature.
  • Clarifies and reconciles program issues; coordinates information and assures effective communications between county departments.
  • Provides and explains technical information to external agencies and county management.
  • Monitors compliance with county goals and procedures.
  • Researches, develops and recommends procedural guidelines for implementing changes in policies, procedures, rules and regulations.
  • Interprets and explains federal and state rules and regulations as required; provides advice and assistance on compliance with laws, rules and regulations.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Public Administration, Business Administration or a related field, and five (5) years experience in the area of project or program management, development, or implementation within a governmental or private sector position. Master's degree preferred.
  • A State of California driver's license may be required.
  • Employees hired into this classification must file statements of economic interest with the Butte County Clerk/Recorder.
