DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the Infrastructure Division is to manage the whole life cycle (planning, design, construction, commissioning, assessment of condition, modifying, replacing and decommissioning/disposal of physical and infrastructure Houston Airport System (HAS) assets consistent with environmental regulations and best management practices. In addition to the responsibilities related to physical assets, the Infrastructure Division manages the HAS portfolio of assets and resources, with a focused goal to improve project delivery to all Stakeholders. Overall, the Infrastructure Division's mission is to maintain and extend the effective life cycle of HAS's physical assets and replace them when it is no longer financially feasible to extend the life of these assets, or they no longer support required Airport mission requirements.
Review submitted Tenant Improvement Program (TIP) applications and monitor review process with the various stake holders to ensure applicant receives TIP review comments within establish time frame. Coordinate with the Building Standard Group (BSG) to ensure project has required permits. Participate in pre-construction meetings to facilitate all HAS/TIP requirements have been satisfied. Assist applicants on utilizing My Government Online (MGO) software. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."
The Aviation Engineerduties will include but are not limited to:
- Communication with staff, internal and external stakeholders, Construction Management and Project Management representatives, vendors, labor unions and airport tenants making managerial decisions.
- Direct and coordinate the engineering and construction activities of professional engineers, consultants, technicians, and inspectors involved in operating and capital improvement projects for a system of municipal airport.
- Interpret and apply federal, state, and local regulations applicable to the construction and alteration of airport facilities.
- Prepare capital program and operating budgets.
- Conduct complex research projects, prepare technical reports. Organize and prioritize multiple large projects with deadlines.
- Developing, designing, or creating new engineering applications, systems, and ideas.
WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing; or requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Four years of active practice in engineering work after graduation from an approved curriculum in engineering are required.
A master's degree in engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
AND
obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES
Preferences will be given to applicant with Engineer-FAR 139 Airfield Pavement, knowledge of FAA Advisory Circulars (ACs) Airport Engineering, Airfield Pavement Design and Construction. Experience in Pavement Management Program: Pavement Condition Assessment, PCI Survey, Runway Friction and Grooving. Knowledge of ACN-PCN (ACR-PCR) Weight Bearing capacity Evaluation. Experience or knowledge of the following Software: FAARFIELD, COMFAA, AviPlan and knowledge of airfield pavement repair materials. Also familiarity with CSPP/SRA process and other FAA requirements
